A petition to prohibit new Sun Cellular subscriptions until network service has signficantly improved

To:  National Telecommunications Commission and the Philippine Government

We are consumers who have been affected by the inconsistent and poor
service of the Sun Cellular network.

Often we find that it is almost impossible to make a call from a Sun
cellphone to another Sun cellphone in the evenings of any given day. Some
of us have to redial over a dozen times just to make a connection.
Sometimes we give up altogether in frustration. And the reason displayed
on our cellphones is all too often the same: Network Busy.

Even text messaging (SMS) is affected. Many messages never reach their
intended recipients because the network cannot transmit them. We are
greeted with this message over and over: Message not sent tat this time.

This occurs despite the fact that Sun Cellular has been advertising that
their 24/7 promo, wherein they claim that those who avail of certain
plans can make an unlimited number of calls and/or text messasges within the
periods covered by the plans they purchase. This promise is empty and
meaningless if those calls and message transmissions cannot be completed!

We users feel we are being cheated. We demand that the National
Telecommunications Commission and other regulatory bodies prevent Sun
Cellular from selliong more subscriptions and further increasing their
user base until they are able to build a network that is capable of
providing the service they have promised.

We also believe that because Sun Cellular has not complied with its
contractual obligations to those who have availed of the Sun Cellular's
long-term subscription plans (and the free phones that go with them on a
2-year contract basis), then these subscribers should be allowed to be
relieved of their payment obligations under the terms and agreements of
the contract until such time that the service has improved. In other
words: "No signal, no pay."

Furthermore, those subscribers who choose to terminate their contracts
with Sun Cellular ought to be refunded for the period of service not yet
rendered and to keep their phones as moral and material compensation for
Sun Cellular's non-delivery of contracted service.

Finally, until the situation has drastically changed for the better, we
also believe it is within our legal rights to use moral suasion to
discourage others from purchasing plans from, or subscribing to, Sun
Cellular.
