This petition is in response to media reports indicating the clearance of the revised FCRA bill 2006 in a cabinet meeting chaired by the Hon’ble Prime Minister recently. The reports also indicate that certain provisions of the revised FCRA bill such as renewal of registered associations every five years, levy of fees on voluntary organizations, use of IPC in case of default, barring voluntary organizations from investing their corpus in securities and debarring registered associations of political nature from receiving foreign contribution are likely to be contained in the revised FCRA bill 2006. These provisions are very much the same as those provisioned in the earlier avatar called FCMC and have potential to impact the good work being done by well intentioned and well meaning voluntary organizations. Moreover, the development on FCRA has unfolded at a time when the proposed national policy on voluntary sector awaits the approval of the government. It is also difficult at this juncture for the voluntary sector to foresee whether the provisions of the proposed voluntary sector policy will complement or collide with those contained in the revised version of FCRA.

We request you to use your good offices to kindly look into the matter so that the sector could comprehend the correct policy missives derived out of the current developments on FCRA issue and avoid any confusion on the issue.
