Demand for the US Government to serve subpoena to former Bolivian President and Ministers |
To: US State Dept, US Justice Dept, US Embassy La PazTO: Attorney General Alberto R. Gonzales, U.S. JUSTICE DEPARTMENT;
Ambassador David N. Greenlee, U.S. EMBASSY IN LA PAZ;
Asst. Secretary of State Thomas A. Shannon, The Bureau of Western Hemisphere Affairs, U.S. STATE DEPARTMENT
December 1, 2005
We, the undersigned U.S. citizens and members of the international community, demand that the U.S. Government comply with its legal responsibilities in the case against former Bolivian President, Gonzalo Sanchez de Lozada, and former ministers, Carlos Sanchez Berzain and Jorge Berindoague.
These former Bolivian officials have been residing in the U.S. since October 2003. On June 22, 2005, the Bolivian government transferred a letter rogatory (legal request) to the U.S. State Department to serve the three ex-officials with legal papers to return to Bolivia and testify as to their role in the events of September and October 2003, when 59 people were killed during protests around the gas issue.
To date the U.S. Government has failed to fulfill their legal and moral responsibility under the Vienna Convention on Consular Relations and other international laws.
We demand the US Government expedite the notification of these former officials so that justice can be served.Sincerely,
